Treat the two borders as separate applications. This guide helps you organise the work with your vet or recognised pet agent. It does not replace the conditions on your permits. A weekend itinerary is a poor starting point if the return arrangements are not already workable.

Step 1: Establish eligibility and the earliest possible return
Read the AVS import conditions with your vet. Malaysia falls under Schedule III because it is outside Schedules I and II. Under the standard conditions, return involves at least 30 days at the Animal Quarantine Centre. The rabies blood sample must be taken at least 28 days after a valid rabies vaccination, and at least 90 days but no more than 12 months before export to Singapore.
Have the vet check the microchip against the original records and the accepted laboratory report. A recently taken sample is not automatically eligible. Confirm any proposed exception directly with AVS in writing; do not build a booking around an assumption.
Step 2: Arrange the Singapore export licence
The AVS export page links to GoBusiness. At this review, the personal export licence costs S$50 for normal service or S$100 for express service, with stated processing of two or one working days after complete documents respectively. It is valid for 90 days. Those are licence-processing times, not the time needed to prepare a dog for travel.
Check the itinerary and microchip number carefully before submitting. Keep the approved licence with the separate health-certificate paperwork.
Step 3: Obtain the Malaysian import permit
Follow MAQIS’s current application instructions. New importers are directed to register through SPEED for access to New ePermit. The DVS Singapore protocol also sets identification, vaccination, certification and breed conditions. Restricted breeds may need separate prior approval.
Check your dog’s eligibility before paying for travel. Ask MAQIS to confirm the permitted entry point, validity and processing arrangements for your application. We have removed the previous unsupported promise of a one-to-two-day turnaround and blanket 30-day validity.
Step 4: Schedule the veterinary certificate
The DVS-linked Singapore protocol calls for examination within seven days before export and certification of the specified health, vaccination and residence conditions. Give your vet the actual protocol and certificate template. Do not assume a generic fitness letter is enough.
AVS explains the separate government endorsement process. If the QR-verifiable certificate route applies, that AVS certificate has seven-day validity. Schedule the examination, endorsement and departure together, allowing for processing. These steps should be agreed before booking a last-minute appointment.
Step 5: Complete the return arrangements
Reserve the required quarantine space, arrange the Singapore pet and import licences, and use the current Schedule III veterinary certificate for the return. It requires the appropriate Malaysian veterinary signatures and government endorsement. Your vet must also schedule the required parasite treatments within the specified window.
Keep a written schedule showing which professional issues each document and when. Confirm the inspection booking, transport to quarantine and collection arrangements. An outbound licence does not approve the return.
Step 6: Travel through the authorised checkpoint
Follow the Malaysian permit’s entry instructions on the outward journey. For land entry into Singapore, AVS specifies Tuas Checkpoint, with an inspection booked in advance. The Schedule III conditions require booking at least five working days before arrival. Check the appointment and operating hours directly rather than planning around a normal passenger lane.
Carry the licences, endorsed certificates, original vaccination records, serology report and quarantine confirmation. Keep copies separately. Use the required secure transport container, carry water and arrange a backup contact if the journey is delayed.
The timeline at a glance
- Before any non-refundable booking: confirm eligibility and the earliest compliant return date with your vet and the authorities.
- Once the plan is feasible: arrange quarantine, permits, transport and accommodation.
- Near each departure: complete the dated veterinary examination, treatments and endorsements in the applicable windows.
- Before setting off: reconcile every microchip number, appointment, certificate and permitted checkpoint.
